Do you need a permit?

Permit rules in Arizona are set by each city or county. ICC chart (Jan 2024) shows IRC adopted only by some local jurisdictions; permit rules are local, and some rural/unincorporated areas have no residential permits. IRC R105.1 requires a permit to install or replace mechanical equipment; R105.2 exempts only portable units and minor parts (https://codes.iccsafe.org/content/IRC2021P2/chapter-1-scope-and-administration). State default fee not set: fees are set by local jurisdictions (see city rows). No statewide residential code; cities adopt the IRC/IMC (see Phoenix-metro city rows). Homeowner permits: A.R.S. 32-1121(A)(5) owner-builder exemption (statute from background knowledge, not re-read; usually limited to owner-occupied homes).
