In California, replacing a furnace, air conditioner or heat pump normally needs a mechanical permit and an inspection. IRC 2021 listed as adopted for the state in the ICC adoption chart (Jan 2024); statewide enforcement assumed (confirm). IRC R105.1 requires a permit to install or replace mechanical equipment; R105.2 exempts only portable units and minor parts (https://codes.iccsafe.org/content/IRC2021P2/chapter-1-scope-and-administration). State default fee not set: fees are set by local jurisdictions (see city rows). California Mechanical Code/Title 24 apply statewide; HVAC change-outs generally also need Title 24 HERS verification (not re-read).
